The statue of Takamori Saigo that stands in Sannodai Square at the top of the stone steps inside the central gate of Ueno Onshi Park was installed there in 1898. Accompanied by his beloved dog and wearing a casual kimono and zori sandals, Saigo is considered a symbol of Ueno.

This museum was opened in April 1972 as part of the renovations carried out on the Japan Art Association Museum art exhibition pavilion.
